Los países de la UE quieren impedir que Rusia venda gas natural a otros lugares. Ya está ocurriendo. Cuando el gas llega a Europa, otros barcos lo llevan a muchos países.
Rusia gana mucho dinero vendiendo gas. Este gas pasa por Europa. La idea es debilitar a Rusia en el mercado del gas. Pero Rusia es inteligente. Encuentran formas de hacer frente a normas similares en el pasado. Este hecho preocupa a la gente. No están seguros de si estas nuevas normas funcionarán.
En la UE hay 27 países. Se necesita tiempo para hablar de las normas. Necesitan tiempo para decidir qué hacer a continuación.
