Guardan el diésel para sus propios ciudadanos. Eslovaquia utiliza el petróleo de sus reservas para ayudar a la población. Hungría y Eslovaquia quieren transportar petróleo ruso a través de Croacia, pero Croacia se niega. La Comisión Europea afirma que ambos países tienen suficiente petróleo. Ucrania tiene graves problemas energéticos. Los ataques rusos han destruido sus sistemas. El corte del suministro de diésel dificulta la vida de la población.
