El reciclaje de materias primas en la UE es muy lento, pues sólo ha aumentado del 11,2% al 12,2% en los últimos diez años. Esto hace que el objetivo del 23,2% para 2030 parezca difícil de alcanzar.
El país que más materiales recicla es Holanda, con una tasa de casi el 33%. Bélgica ocupa el segundo lugar (22,7%), e Italia el tercero (22%). En la cola, Rumania tiene la tasa más baja, con un 1,3%. Seis países, como Polonia y Finlandia, reciclan incluso menos que antes. La UE afirma que el reciclaje es esencial para ayudar a la industria y hacer que Europa dependa menos de los materiales procedentes de otros países, especialmente China. Una de las razones del lento progreso es que Europa tiene buenas leyes para los pequeños tipos de residuos, pero no para los grandes, como los residuos mineros.
